German president won’t sign EU constitution

German president Horst Köhler will not sign the bill ratifying the EU constitutional treaty until Germany’s highest court rules on a challenge by conservative MP Peter Gauweiler, who opposes the treaty and wants Germany to hold a referendum on it.
